The Tomcat is a blowback pistol with double or single action operation. The frame is an aluminum alloy with the barrel and slide are made of steel. The safety is frame mounted and thumb operated, located on the left side of the frame just below the slide. Beretta recommends not using any ammunition that exceeds 130 foot-pounds at the muzzle for safety.

The Tomcat features a 7 round, detachable box magazine inserted through the pistol grip. To chamber a round, it incorporated a tip up barrel, which removed the need to “rack the slide” and let the hammer down on a live cartridge.The magazine release is located in the left grip panel near the bottom rear of the grip.
